Short answer: A real apartment submission is a coordinated package, not one form. In this anonymised Structa example, the supplied records show an apartment/mixed-use proposal, council drawing set, UDA online application, green-registration and Design Assessment fees, and conditional NBRO geotechnical clearance. They do not prove that a final building permit, final green certificate or occupancy CoC was issued. The declared LKR 600 million investment was a proposal-stage estimate, not an audited construction outturn.
This case study uses 2025 documents supplied by Structa. We omit the client's name, site address, locality, application and drawing references, contact details and signatures from published visuals. Even with anonymisation, the building layout and area are examples of one project and not general requirements for apartment design in Sri Lanka.
What was proposed?
The application described a large apartment and event-use development with a total floor area of approximately 9,670 m². The council drawing package shows parking on lower levels, an event-use level, apartment floors and penthouse/roof functions. The typical-floor excerpt illustrates why unit planning, shared cores, access and services cannot be designed independently. The drawing is identified as a submission drawing, not a stamped approval.
The approval trail visible in the file
- Planning and building application: The online UDA export records an apartment use plus a separate event use, uploaded plans, floor-area schedule, parking and other technical fields. It includes an initial bank payment of LKR 70,900. The export confirms submission information, not the decision.
- National Green Building Certification registration: UDA issued a 2025 registration letter. That letter explicitly says registration alone does not qualify the proposal for a development permit.
- Green Design Assessment: A 2025 UDA letter calculated the DA processing amount for the stated floor area. A receipt confirms LKR 1,360,687.50 was paid. A draft report then set out the applicant's environmental claims; no authority-issued score or provisional certificate is present in the supplied pack.
- Geotechnical review: NBRO issued a conditional clearance for the proposed excavation and foundation-related works. It called for shoring analysis, method statements, site monitoring and pile-testing evidence. The existence of conditions matters just as much as the word “clearance.”
This sequence is not a claim that these items were completed in the order above; it is the set of documented stages visible in the records. UDA's official application guidance should be used for the current filing sequence and site-specific requirements.
Documented amounts: fee, estimate or unpaid stage?
| Figure in supplied 2025 records | What it actually represents | Status visible in pack |
|---|---|---|
| LKR 70,900 | Initial UDA building-application bank payment | Recorded in portal export |
| LKR 6,047.50 | UDA green-certification registration including then-applicable taxes | Receipt supplied |
| LKR 1,360,687.50 | Green Design Assessment payment including taxes | Fee letter and receipt supplied |
| LKR 453,562.50 | Calculated green Completion and Verification Assessment amount | Future-stage quote; no payment proof supplied |
| LKR 600 million | Declared proposed investment in the online application | Estimate, not verified final construction cost |
The first three recorded payments total LKR 1,437,635.00 across different processes. That is not the total cost of obtaining every apartment approval: professional fees, surveys, specialist studies, utility works, later charges and other submissions are not established by these documents. The CVA figure is excluded from the paid total because payment is unverified. No construction outturn can be calculated from this pack.

The UDA green letter used a particular 2025 floor-area band, cap and tax treatment. The image is an anonymised excerpt of that historic calculation; it should not be used as today's fee schedule. Ask UDA for written fees for your own project and consult its payment notice.
Why a conditional ground clearance changed the work plan
The supplied NBRO letter discusses groundwater near the surface, loose upper soil and risks during excavation/dewatering. It requests additional verification of shoring behaviour, construction method statements, monitoring limits, QA/QC and testing before later work. Those are project-specific technical findings, not a generic rule for every apartment plot. The wider lesson is to investigate ground and neighbouring structures early enough to change the design safely, before a developer prices the build on an assumed foundation system.
What a developer should do differently
- Commission a plot-specific feasibility and PPC review before promising a unit count or investment return.
- Brief the architect and engineers together on the intended use mix, unit types, parking, fire strategy, utilities, green requirements and access.
- Maintain one register of the UDA application, each agency letter, its conditions, the responsible person and evidence of closure.
- Separate submitted, paid, conditionally cleared, permitted, built and certified in project reporting. These are not synonyms.
- Update a financial model with current written authority fees and professional quotations, not a historic example.
Frequently asked questions
How much does UDA approval for an apartment cost in Sri Lanka?
There is no single credible price for every site and scheme. The figures here belong to one 2025 application and span multiple processes. Request current written fee notices and a site-specific professional scope.
Is LKR 600 million the actual construction cost of the case-study apartment?
No. It is the proposed investment declared in the application. The supplied documents do not contain an independently verified final build cost.
Does a conditional NBRO clearance mean all engineering issues are resolved?
No. It requires the conditions in the letter to be designed, monitored and evidenced. The conditions in this example related to excavation, shoring and piling.
Does a UDA online application prove the apartment was approved?
No. An online export and fee receipt prove application activity. An issued development permit and approved drawings are separate documents.
Who can help coordinate apartment design and approvals?
An architect, engineers and the relevant specialist consultants should work from a coordinated brief. Structa can help organise the design package and application evidence for a Sri Lankan apartment site. Discuss your land and proposal with Structa.
